My read on Maddening's intended progression is benching old units as you get newer ones because the old units will get outpaced EXP/SP/stat totals unless you're truly funneling/babysitting those units every map. You don't get any normal exp from combat in them so it's a slog for how little exp you get vs normal combat. Maddening players can sort of grind exp from the Tempest Trial maps, but those only give exp upon map completion. I tried this multiple times and nothing would spawn in Maddening while Hard would spawn them every single time. This is with multiple leveled Donation regions. I set the system clock 10 years in the past, resaved both the saves to update the "current" time, and set the clock ahead 10 years. I made a copy of my ~30 hour save on Maddening/Classic game and lowered the difficulty to Hard. On Maddening, you get your first skirmish unlock after Chapter 11 and another one after Chapter 18 while the other difficulties will regularly spawn skirmishes every couple of hours. Skirmishes do not spawn under normal circumstances or at all on Maddening from my time travel testing.
